Victoriaville Adaptation Plan

Mandate

CCG was mandated to accompany the development of the 2022-2032 climate change adaptation plan for the municipality of Victoriaville within the framework of the Quebec government’s Programme de soutien à l’intégration de l’adaptation aux changements climatiques à la planification municipale (PIACC).

Approach

The backbone of the methodology for developing an adaptation plan requested by the PIACC is the civil security risk management approach proposed by the Ministère de la Sécurité publique du Québec (MSP). This approach, based on a risk assessment, was integrated with a vulnerability assessment methodology (sensitivity and adaptive capacity) proposed by other scientific actors in the adaptation field, such as Ouranos and ICLEI.

This holistic approach was carried out in four major steps. Each milestone represents a fundamental step in the adaptation planning process, beginning with the initiation of adaptation efforts (through the formation of an internal committee and identification of local stakeholders) and culminating with a monitoring and review process that analyzes the successes and examines the challenges of the adaptation plan and its implementation.

This process is inclusive and collaborative through the two activities held with local stakeholders. Whether it is taking into account the perception of climate risks or gathering comments on the proposed adaptation measures, these meetings with citizens and stakeholders are important events that help anchor the process in the reality on the ground.

Key results

This strategic document has enabled the municipality to adequately prepare for the threats and risks associated with climate change. The methodologies for identifying, analyzing and addressing climate risks are key decision-making tools for implementing effective actions to avoid or reduce risks, which is a wise economic choice. The implementation of the adaptation plan has also allowed the municipality to showcase its commitment to sustainable development and demonstrate its strong leadership as an adaptation champion.

Conclusion,

In a changing climate, the planning and implementation of the Adaptation Plan has been a process of learning and continuous improvement for the entire municipality that has allowed it to open a door of preventive and proactive action towards preparing for the impacts posed by climate change. This challenge will continue over time and will require sustained attention and action from the entire Victoriaville community. This adaptation plan represents the roadmap for taking climate change into account in all stages of municipal life, for the long-term well-being of citizens.
