Identify potential impacts based on an exposure analysis<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b6132d6 elementor-widget elementor-widget-text-editor\" data-id=\"b6132d6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>The first step is to conduct an exposure analysis &#8211; that is, to cross-reference current or future climate hazards (extreme rainfall, heat, drought, wildfires, etc.) with the territory\u2019s physical and social characteristics. Score system vulnerabilities based on their sensitivity and adaptive capacity<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4243a47 elementor-widget elementor-widget-text-editor\" data-id=\"4243a47\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>While this step is not mandatory under the ALCT program, we strongly recommend it. It allows for a better understanding of local realities and helps reduce subjectivity in the risk assessment.<\/p><p>We assess the vulnerability of affected systems or sectors based on:<br \/>\u2022 <strong>Sensitivity<\/strong>: the physical predisposition of an exposed element to be affected by climate conditions (e.g., the sensitivity of infrastructure, social groups, ecosystems);<br \/>\u2022 <strong>Adaptive capacity<\/strong>: the combination of strengths, knowledge, resources, and assets available in a community to respond and adjust to climate challenges.<\/p><p>A vulnerability score is assigned to each system-impact combination, in collaboration with local stakeholders (municipal departments, public health, civil security, etc.).<\/p><p><strong>Examples:<\/strong><br \/>\u2022 A critical building (hospital, fire station) located in a flood zone without protective measures is highly vulnerable.<br \/>\u2022 A well-maintained water distribution network with backup supply is less vulnerable to prolonged drought.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-2385216 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"2385216\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c51f534\" data-id=\"c51f534\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-73e8218 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"73e8218\" data-element_type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6954a02 elementor-widget elementor-widget-heading\" data-id=\"6954a02\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">3. Analyze risk level: combining likelihood and consequences<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-40f5aa7 elementor-widget elementor-widget-text-editor\" data-id=\"40f5aa7\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>The identified vulnerabilities are then converted into climate risks using the following equation:<br \/><strong>Risk (R) = Likelihood (L) \u00d7 Consequence (C)<\/strong><\/p><ul><li><strong>Likelihood<\/strong> refers to the probability that the impact will occur in the short, medium, or long term;<br \/>\u2022 <strong>Consequence<\/strong> refers to the severity of the impact on human, natural, economic, or territorial systems.<\/li><\/ul><p>This step concludes with the <strong>prioritization of risks<\/strong>, referred to as \u201crisk evaluation\u201d in the Ouranos guide. This prioritization helps distinguish between the most critical issues and those that need monitoring.
