Its imminence had been <\/span><span data-contrast=\"auto\">forecasted<\/span><span data-contrast=\"auto\"> by epidemiologists<\/span><span data-contrast=\"auto\"> a<\/span><span data-contrast=\"auto\"> long time ago.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/li><li data-leveltext=\"\uf0d8\" data-font=\"Wingdings\" data-listid=\"2\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span data-contrast=\"auto\">This crisis allows us to draw a parallel with the fight against climate change and emphasizes the importance of preparedness.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/li><li data-leveltext=\"\uf0d8\" data-font=\"Wingdings\" data-listid=\"2\" data-aria-posinset=\"4\" data-aria-level=\"1\"><span data-contrast=\"auto\">Quebec must prepare to face the impacts of climate change in order to be more resilient.\u00a0 <\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/li><\/ul><p><span data-contrast=\"auto\">If the health crisis that our planet is experiencing is dramatic, both humanly and economically, it should nevertheless generate some benefits. First and foremost, no one can take a situation for granted or a context as immutable. The spread of the coronavirus and the measures taken by <\/span><span data-contrast=\"auto\">governments <\/span><span data-contrast=\"auto\">throughout the world to protect the population and health systems demonstrate beyond any doubt that an economic equilibrium that has been undisputed, or so little, for decades can falter dangerously overnight.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">Secondly, it is fascinating to note that powerful economic forces have been called into question in the space of a few days as a result of recommendations by scientists. <\/span><span data-contrast=\"auto\">The scientists who <a href=\"https:\/\/www.lapresse.ca\/covid-19\/2020-04-10\/une-crise-anticipee-des-2006\">sounded the alarm several years ago about the need to prepare our societies for the emergence of a new virus that would destabilize the health care system, as well as the economy, <\/a><\/span><span data-contrast=\"auto\">are now listened to by the society.\u00a0<\/span><span data-contrast=\"auto\"><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\">Which brings us to the last benefit of this unfortunate crisis: the new <\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\">ear<\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\"> of our leaders to <\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\">experts in <\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\">their<\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\"> fields<\/span><\/span><span class=\"TextRun  BCX2 SCXW250294092\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun  BCX2 SCXW250294092\">.<\/span><\/span> Let us draw a parallel with climate change. <\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><b><span data-contrast=\"auto\">Links between CO2 and climate change have been known for a long time<\/span><\/b><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">In his fascinating essay entitled <\/span><a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/08\/01\/magazine\/climate-change-losing-earth.html\"><i><span data-contrast=\"auto\">Losing Earth<\/span><\/i><\/a><span data-contrast=\"auto\">, writer and journalist Nathaniel Rich reminds us that the first warnings about the risks associated with climate change do not date back to <a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/2018\/03\/ipcc_far_wg_I_full_report.pdf\">the founding report of the Intergovernmental Panel on Climate Change<\/a>, the famous IPCC, dating from 1990. But from the section of a <a href=\"https:\/\/ozonedepletiontheory.info\/Papers\/Revelle1965AtmosphericCarbonDioxide.pdf\">report on environmental protection on the consequences of fossil fuel combustion on the climate<\/a> presented to American President Lyndon B. Johnson in&#8230;1965!<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">In his book, Rich forcefully reports and details the many scientific articles and government documents clearly linking the increase in carbon dioxide in the atmosphere to the warming of the <\/span><span data-contrast=\"auto\">E<\/span><span data-contrast=\"auto\">arth&#8217;s temperatures. From John Tyndall&#8217;s discovery of how the greenhouse effect works in 1821 to Charles Keling&#8217;s first records of the rise of CO2 in the atmosphere at the Mauna Loa Observatory in Hawaii starting in 1957, much of what we know today was already known decades ago.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><b><span data-contrast=\"auto\">A problem of temporality<\/span><\/b><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">So why are we not doing as much to fight climate change as we just did with the coronavirus? Quite simply because COVID-19 poses an immediate threat to human health. The consequences are materializing in the daily count of new cases, new <\/span><span data-contrast=\"auto\">hospitalizations,<\/span><span data-contrast=\"auto\"> and deaths. In order to stop the bleeding, or at least slow it down, governments have taken drastic actions. This is not the case with climate change. The climate projections, complex and multiple, describe catastrophic consequences for a future that seems distant (the &#8220;worst-case scenario&#8221; even evokes a warming of our planet by +7\u00b0C by 2100). Moreover, even in the case of an extreme weather event, experts cannot lin<\/span><span data-contrast=\"auto\">k the event to<\/span><span data-contrast=\"auto\"> climate change with certainty. It is therefore difficult for a society to prepare itself to fight against abstract and distant consequences.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><b><span data-contrast=\"auto\">Tools to get ready<\/span><\/b><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">However, the floods of <\/span><span data-contrast=\"auto\">the <\/span><span data-contrast=\"auto\">2017 and 2019<\/span><span data-contrast=\"auto\"> springs<\/span><span data-contrast=\"auto\"> and the heat waves of 2010 and 2018 are there to remind us that extreme weather events can have significant impacts on the functioning of our society and on the physical and mental health of the population. <\/span><span data-contrast=\"auto\">In fact, <\/span><span data-contrast=\"auto\">even today, <a href=\"https:\/\/www.journaldemontreal.com\/2020\/05\/14\/sainte-marthe-sur-le-lac-des-sinistres-forces-de-faire-du-camping\">one year after the 2019<\/a><\/span><span data-contrast=\"auto\"> spring<\/span><span data-contrast=\"auto\"> floods, <\/span><span data-contrast=\"auto\">some <\/span><span data-contrast=\"auto\">residents of Sainte-Marthe-sur-le-Lac<\/span><span data-contrast=\"auto\"> are unable to<\/span><span data-contrast=\"auto\"> retur<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\"> to their homes or f<\/span><span data-contrast=\"auto\">i<\/span><span data-contrast=\"auto\">nd new property.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">The good news is that there are several tools to prepare for the floods. For example, an up-to-date and comprehensive <a href=\"https:\/\/www.quebec.ca\/securite-situations-urgence\/securite-civile\/soutien-municipalites\/preparation-sinistres\/\">emergency preparedness plan<\/a> allows you to act in <\/span><span data-contrast=\"auto\">case<\/span> <span data-contrast=\"auto\">of <\/span><span data-contrast=\"auto\">an extreme weather event. Municipalities are required to have such a plan in place since the floods of spring 2017. Then, to prepare for the impacts of climate change, there is an even better plan: the climate change adaptation plan (<\/span><a href=\"https:\/\/ccgclimat.com\/en\/2020\/06\/17\/climate-change-and-health-part-1\/\"><span data-contrast=\"auto\">mentioned <\/span><\/a><span data-contrast=\"auto\">in a previous article). Its development requires an effective and targeted adaptation approach that helps municipalities be well-prepared, by:<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">&#8211; Anticipating risks;<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">&#8211;\u00a0 Assessing them in terms of their expected consequences;<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">&#8211; Identifying vulnerabilities in municipal infrastructures, natural and built environments, and the population;<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">&#8211; Proposing measures to reduce these vulnerabilities.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">In doing so, municipalities take <\/span><span data-contrast=\"auto\">tangible<\/span><span data-contrast=\"auto\"> action<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\"> to anticipate and substantially reduce risks, and to prepare the population adequately.
